Are there Naval units in AOW4?

I have not seen any naval units in most of the reveal gameplay videos.

In Society trait, Natural trait has the experienced seafarers.

Will we able to hire/summon/create KRAKEN? Mermaid?
I don't see any tome of water.
How will we able to get naval units?

Probably similar to previous games. After unlocking basic seafaring, you annex a water sector, and you get a shipyard - there you build ships. Then there may be wonders or other places in the water which if annexed allow you to recruit special water units through the rally of lieges.

Its unlocked in the empire tree by spending 50 imperium. It is the first unlock in the general tree (no affinity). In the evil toad stream they even showed it specifically when they were able to unlock it in turn 5 (around 39m30s in the vod): https://youtu.be/RwZuTB3Zocw?t=2370
Although it does not actually say that it allows the building of ships or anexing of water sectors. So maybe it is not even needed for that, and maybe you need something else instead. Or the tooltip is simply not complete yet.
