Is it possible to block off underground passages?
Another ruler's city happens to be right under a city I've made next to an underground passage, and I want to block it off, without just having an entire army sitting on top of it. If that's not possible, then consider this a feature request.

It isnt.
It would be nice but it would also mean that people can just lock themselved underground for safety.
Unless they can also gid there way out.

i'm pretty sure it is possible. i did it in one game - locked an underground dude with a single scout, and he patiently waited until i removed it (then he immediately went out). i think one can go through those passages, but they'd have to attack the army on the other side, which means declaring war, and the ai might not be programmed to do so just because the passage is blocked. if you are already at war, or the ai is inclined to start a war, i assume they'll attack you if they have to pass, but there will be only one attacking stack (not sure about the defenders).

I recall doing something similar. It might be something that only works if you're neutral. If you're at peace they can move through you, if you're at war they'll just attack you.
