Not sure if it's an edge case where Voss had to actually get the win in order for it to count.
That no longer works, the AI won't take the last enemy faction as a vassal anymore... It has been speculated that this was to stop people from quickly grinding through the pantheon tree for.... reasons (not like there is some monetary gain there)?
This is partially because a non-developer created mod that did just that and helped people quickly grind through the tree with a single victory was intentionally borked by the developers after a certain update, by them entirely disabling the function it worked through.
They made the things above priorities and hit them pretty quickly after they were used, and there is no clear reason as to why.
Maybe they'll do like Ubisoft and start selling XP boosters for $10.99 :P
1v1 sets teams automatically now, so there is no diplomacy at all.
