It is not a feature. That would be a little too much to ask, considering the different nature of the game modes. I recommend you play hotseat and use Steam Remote play. That way all three of you can enjoy a hotseat game in the most stable version of multiplayer the game has to offer at the moment.
In theory it is not, if it was planned like that from the beginning. The biggest opponent here, like with many other games, is the weird DRM which is used to make it... well, weird.
That and the outlook for cross play multiplayer which would not be possible if the versions between platforms are too different because e.g. PC version is capable of more than console X version.
How would that address threadstarter's wish to have hotseat in the same game, so they can play as a party of three?
And that works without owning the game three times?
How unfortunate. Otherwise it would have been a good idea to go that approach.
