Nerf imbalanced dragons

Nerf the dragon rulers. They are too strong. A weak economy does not prevent them from clearing up nodes and fighting superior forces.

- Rebalance their attack skills. The numbers are insane. "Weak" breath deals 20 damage at level 1 and imposes effects. Nerf to 10 damage with 30% for effects. The rest of the attack abilities cut by 20-30% damage.

- Dragon ruler must have a food or population growth penalty. Something like 1 turn penalty to tier 1, 2 turns penalty to tier 2. Right now the dragon has tier 3 on turns 18-20. That is, it has no economy penalty whatsoever.

- Decrease experience gained by dragon by 30-40%. It grows in level too fast. A dragon on turn 12-13 can easily clear wonder rank 2.

Now is no reason to play other two outsiders. Game balance builded around them. And now dragon ruins everything.
