That was literally the lamest scene in all of Reverie for me.
And yes, there is not a single drop of blood in the entire game.
(Funniest when the Crossbell major gets shot and the characters are like " omg we need to stop the bleeding!" and you see absolutely nothing on his body).
I think the last time the series did show blood was in CS 3 with the assasination attempt on the emperor.
Same with the whole "every villain needs to be redeemed, nobody is allowed to die" the franchise has devolved into.
It DOES get better in Kuro though, which shows blood way more frequently.
But then chickens out in other ways but oh well.. story for another day.

Our point is that the entire CS franchise made it clear that Juno Naval fortress is one of the biggest Empire bases for the millitary and has a peacetime base crew of over 100k troops stationed there all the time.
And then in Reverie as the big bad laser of doom fires on the base as a demonstration of its power the whole base is miraculously completely empty because of some "manuever" going on according to Aurelia.
Thats BS and just the same " we do not dare show people dying in our games!" that FALCOM more and more subscribed to over the years.
Not only takes that all the tension out of any possible global threat is actively feels insulting to the intelligence of the player.
Falcom wants these giant doom events and global world wars but is too afraid to show death or even blood.
That just does not fit together very well and its something they have been increasingly called out for by the fanbase.

Both from an in-universe standpoint and a writing standpoint, they could have fired at any number of targets for this purpose. They chose to target the Juno Base, which should have consequences but doesn't.
Its just a short mention of Juno being abandoned since the war because of the massive downsizing of the millitary that going on right now in Erebonia.
BUT even then, such a base with all those guns and such would still always have a company guarding it. We see in the scene that Juno still has all its armaments and guns , its also still flying millitary flags.
You dont leave such a fortress completely empty just standing around.
Honestly the "daydream" is a weak excuse to add some justification after the fact.
Anyone important? Probably count them on 1 hand
