The dream team I've found is Arios/Rixia + Machias and a mage of your choosing. I don't have everyone yet, but this ends up making my team Arios/Rixia/Machias/Nadia and The three main characters/extra character. Arios and Rixia are currently non-negotiable for my teams because of how they destroy things.
But a special shout out to Estelle/Joshua because when linked they have some impressive synergy. You can find stuff close to their synergy with other pairs, but Joshua's a bit unique with his Link Assists and these two together really reminds me of how they work together in the other games/media, too. Even though I'm one of the people who agrees Falcom must hate the Liberl team (especially Olivert and Scherazard), this is one pair they actually did right.
Which is why I like to use Alisa as my primary caster. Heavenly Gift was always great, but the buff it got in CS 4 made it even stronger. She also has an ranged, wide AoE line Impede craft which works off her high ATS stat and has a bonus chance to critical hit. Overall, she has excellent utility, and she has high ATS and good speed (excellent speed for a primary caster).
On the advice of someone, I switched her MQ to Mercurius (Liberation Rank D reward) and moved Sophia to her sub-MQ slot (to keep the useful Space-element spells AND the auto-revive after KO). Mercurius's gimmick is to boost damage to arts which hit weak points, and gives a high chance of arts also critting. It contains the low-tier art from every single element, but that doesn't matter - the damage boost makes even those weak arts phenomenal, dealing out tens of thousands of damage, and her high base speed helps her act soon in the turn order and have less delay, meaning fast cast times.
And, if you go all in with your kit, you can routinely deal damage over 100,000 with every attack, which is only rivalled by Domination S-Crafts, except this comes extremely cheaply.

This set up gives access to the highest tier arts from all elements except Wind and Earth. I could have gotten those as well if I gave up the Sennin gem and Argem gem, but I wanted the healing spells + HP and the +400 ATS.
Some of my favorite characters are hard hitters like Ash, Laura, Rixia, Arios, etc.
If we're talking a top 4 team, I think I'd go with something like Rean, Ash/Arios, Laura/Rixia, and Emma/Altina.
Honestly I've neglected Alisa so far in Reverie despite using her a lot in past games. I think I didn't use her at all outside of grinding the Reverie for reaching the minimum level requirements for the master missions.
You can put the Evasion tank (Fie, Kurt, Joshua or Rixia) of your preference and another mage or damage dealer (I prefer Rean, Agate or Randolf because their're never without CP). Unfortunately to me, Joshua and Fie have hight missing odds, so I prefer Kurt or Rixia, but it's really a matter of taste.
All that is to say that isn't just one ideal party. In fact, there is so many options that You'll have a great time trying each one :)

Must have access to BO that reduce delay while buffing your team or adding Evasion (based on the situation). Alternating between Jusis, Machias, and Arios BO was an absurdly OP strat for me.
Fie or Kurt as raging dodge/delay tanks, Domination Laura, then Rean and/or Arios for all cancels and support. I also used Jusis quite a bit for Divine Shield.
From 3rd chapter onward, this setup made my Abyss first fun laughably easy. I think if the bosses S-Crafts were weakened just a tad, and allowing them to pop it off at random would have been best. The construct of this battle system is my favorite in gaming, but it takes a guy like SoftBrilliant to really make these battles difficult. Adding stats to inflate difficulty shouldn't be the only thing Falcom did, but sadly this is the case.
He also makes a tremendous Breaker with the Dread Breaker craft.
Yes, those two are competitive with Alisa in the same niche. Looking at the stats and doing some back-of-the-napkin math, they don't seem to be leagues ahead of her either. My setup with Alisa does indeed also have her cast times to be near zero.
That's it.
Realistically, any Morgan/Magius caster + arts support 4 will nuke the living daylights out of everything, so everyone is viable -- especially with the unlimited stat boosting items in this game.
Not to mention the game is full of other broken mechanics such as absolute delay, stealth, azure destiny, infinite turn acceleration, evasion, etc. etc. -- but these don't give me the same happy feelings as seeing my favourite characters on screen x)

Tio as caster & CP recharge for more damage and art-type damage.
Elliot with no-ailments trinket as pure healer & revival for speedy recovery in case of emergencies. Healing maxed via MQ ofc.
[actually a very specific build as I tend to avoid damage arts most of the time, being 99% melee attacker and am relying on spamming S-crafts, except for specific cases where physical attacks are totally ineffective and S-crafts are recharging too slow]
Oh now that makes me really happy to hear, because I feel like canonically Estelle and Joshua should probably be the gold standard for two fighters that make each other exponentially stronger together than they are on their own.
It made me pretty happy as well to just experience it whenever it happens. Basically Joshua is unique in the sense that he is a speed/stealth/evasion character with Cover/Protective Wall in his Link Assists. A character like this isn't normal because everyone else values not protecting others. He also is unique in that he does do Stealth, but only through a higher cost CP move that attacks enemies.
Moving on to Estelle, she is a cheerleader which also fits her character in general. When she links with Joshua, what can easily happen is Joshua doing damage and going stealth. Now the enemy has no choice but to focus on Estelle. If the enemy tries to hit her, Joshua, under stealth, can defend her in his Link Assist. Much like one would expect if they've known the dynamic with these characters in the past.
One might think, "but that defeats the purpose of stealth." Does it? Because of this Estelle is now doing Cheer 1 or 2 on Joshua, which means he is now healed from that damage and gets free CP. This helps cover the cost of his stealth move meaning he can continually stay in stealth and not die. What's more, attacking in stealth is free critical hits. So now they're pumping out a lot of damage. And Estelle is only ever hurt if the Link Assist doesn't go off, which can save on time spent healing.
It's a sight to behold. And as long as you continue to raise their link level to each other it makes them comparable to some of the truly overpowered characters.
