Developer confirmed that English patch comes out in 2023.
GOG site claims game coming soon with English Text, Japanese Audio&Text!

What do you mean by "how does this work"? The GOG version should just release the same day as English patch coming out, I think, unless following Steam version, by releasing JP version first, Eng patched later.

The GOG version should be the same as this version. The current Steam version has Galaxy DLLs in the files and shows "DRM-Free" mode when booted without the Steam client.
NISA probably thought most of its Japanese-language PC users were on Steam, so they only released the JP-only version here.
