2) Order of maxing out the bonding points doesn't matter.
Just make sure to have max bonding with Elie and you'll be good. It's not difficult to max out the character that you want if you are intentionally going for just that one. You can check from the ingame achievement list to check how far you are with each character. When all if the heart icons are filled under a character you unlock the bonding event.

Yeah, I found that spreadsheet, but it seems that you can go for only one character final event at a time without reload a save (so, it seems that if you want to see all the bonding scenes, you have to reaload the save and maybe, I think, max up different characters)
That won't block the final bonding event for Elie. When the time comes for the final bonding event you'll get to choose from the characters that have achieved max bonding points.
I'll add that one reason why you may want to max everyone is that certain characters get major backstory info revealed in their final event.

Most events give 2 bonding points. Performing 10(?) combo crafts before the end of Chapter 2 gives 2 points to all characters you do it with. Enigma covers give one each. A certain event in the intermission gives 4 It's picking which girl looks best in a swimsuit.
Presumably with Elie carried over from Zero, she gets a bonus 2 points. If you pick her for the 4-point thing, and the suntan lotion Intermission event, you only need to pick her for one additional quest.
You only need to take Rixia on one event in the intermission to unlock her ending, but you have to do it in the intermission.

It doesn't matter. Unlike in Zero, you can get all the final bonding events in one playthrough, as long as you have enough bonding points (hearts) for each. You do need to save scum them, since you can do only one before the 'next day' happens and you need to sit through a bunch of cutscenes, an (easy) battle and even more cutscenes before you can save on a new file and reload your pre-final bonding event save, but that's the only complication.
