You wont be missing much by turning them off so do whatever you prefer, I know so people find the Japanese voices to be distracting when reading English text, so to each their own.

You can turn it off and personally I would (and have) because it becomes exceedingly jarring right off the bat when you see the line "All four SSS members" but the words that come out are the protags and two other people's names only and it's like...was this even translated or did they just wing it entirely? I don't mind because the writings typically good but because of that the voices go oooooff dood.

You can turn it off in the menu.

For me, they give the tones of the conversation and are as important as the words themselves. It also shows that the translation is trash.

It up to you whether you want them on or not, if it distracts you then turn it off.

Another thing about japanese dubs.

If you played Trail in Sky 3rd without them you would miss a gigantic reveal in the last gate about Ouroboros' Grand Master! The Grandmaster is a woman

I actually turned off the voice acting in azure. It made playing the game a lot easier becouse I didn't get distracted being spoken to in a language I can't understand. It makes playing the game so much easier. Not as easy as having a dub mind you. Not even close. But it was still better than the Japanese voice over being on.

Totally valid and something that I have also done in the past. It can be a real information overload reading text in one language while hearing audio in another.
