Not sure how to beat it at this point, but not sure I want to keep going.
Maybe the game was designed to where you weren't ever suppose to loose a person.
Shame it was a good game up to this point.
These are individual fights, so the enemies burst you down to kill characters. The game slightly missed the mark on expendable characters. Gadgets are lost and there are legendary characters and here you pay for recruit refreshes.
Reload really is the only way to get through it, although disables and burst of your own gives you a better chance. Took maybe 6 reloads for me on hard. Seems like skills used are random, so you can get lucky and he won't use his crazy strong skills.
It frustrated me at first but I really like that this fight made me have to think more strategically.
Which character can make him go in position one ?

1) The Balancer stuns multiple party members with a Sonic Boom attack
2) Eli mind controls more than one character
No. 1 is particular troublesome as the Balancer has also used that attack on his turn in all my attempts at this fight. Not helped by the fact that he's fast enough to go before most of your guys except for the Acrobat and maybe the Knife Thrower (a Juggler might also be fast enough but you're not likely to have one by this point).
Eli couldn’t turn on the circus to change his team of 3.
It's quite ambitious to play without a healer. :)
What difficulty are you playing at?
There are a few options, each with their own downsides:
1) You defeat all enemies standing before him. This takes time obviously and may not be something you want to do, if your team is focused on single target damage. That said, it is definitely a viable tactic with certain party compositions.
2) You push enemies back, for example with a clown. This may take the most time (at least a few turns) if you only have one character capable of doing this.
3) You use the Illusionist's Shuffle skill. This randomizes the position of all enemies AND your team as well. This is not a 100% reliable of course, and due to it affecting your team as well, doing this requires a team that either works well regardless of positions, or can reset their positions quickly. Strongman's have Show Off to get back into the front for example, but it cannot be used from the last position.
