Stuck on Level 1-9

I started playing this game today, and am stuck on level 1-9. Although I've gotten all of the tiles, and no more are visible, the game is stating that there are two left.

Create a new profile start the game again and buy a tool before 1-9.

I made exactly the same mistake the first time I played the game. You need to have a tool to break into the bottom tiles.

Same problem but I had purchased all the tools available. None of them appeared in the tool area even after the flask was full. Not a well designed game.
