You have to haggle with him, so exit back to menu and reload if he doesn't come up to the counter with an item. If he does: make sure you ask for double the base price (this can be found while setting the price). The achievement specifically states over 200%, so maybe throw an extra amber onto it to be safe.Also try to do this as early in the game as possible as there is a smaller pool of Paleofolk that could come in. If you're pretty late in the game: just start a new save and mash through all the dialogue until you get to around the point where you build Nellie's home, as that's when you should have access to everything (the Mayor in Starfall and the trending material specifically). It should only take a couple hours at most to get the achievement this way.
