You cannot create a tank like that, you can however swap around all those parts from different tanks.
You want an FT-17 tank hull with a german Leichtraktor tracks and turret with a french 4 cylinder inline engine. Want to stuff a british machinegun in that turret?
Sure you can do all that and thats not all you can do.
You can also assemble an engine with parts from different nations.
For example - You put togheter a british 6 inline cylinder engine with a german gearbox and flywheel and then put in a french carburator and radiator.
You can do that. As a matter of fact its a huge part of the game to mishmash parts togheter to customize a part to suit your needs.
But if you want to design your own tank from scratch i recommend that you check out a game called Sprocket.
In Sprocket you can create your own tank from scratch.
Sprocket is more like a paintbrush. You can create any number of designs from scratch, and even 'portraits' of real world tanks, but they removed any gaming element from it, so its just animated vignettes to look at.
You have to build tanks to sell and based on client expectations. They tell you what they want. A lot of folks think you build a tank and clients have to buy it because its so good.
beast tanks or the best tank in the world may never even sell.
They may sell, but are more expensive to make so you cant even make profit from the contract budget and end up financially crippled. Or, they take so long to manufacturer 200 of them that you lose the contract and get penalties.
Theres an art to designing the best selling tank and thats the core of this game.

Exactly the design has to meet the client needs, sometimes the outline of the tank envisaged by the client was say a St Charmond, but I've sold them a MK5 because what I actually sold them scored higher on the points they wanted then the actual St Charmond I had in the inventory
