Use an actual proper benchmark like cinebench.
Xeon chips are never a good choice.
The combination of a weak CPU+weak GPU combined with FSR and assuming 1080p, DX12 title, etc etc. You have to lower settings and quit using FSR.
That Xeon is not a good CPU for any modern game, no. Nor is the 1650. You have to adjust settings, and quit using FSR since you're already CPU bottlenecked as it is.

No server CPU is worth the money, period. You're investing into a dead platform, and trapped in it, when you could save a bit more money and adopt a platform that actually has full support and upgrade paths later on as income allows.
there is a reason why xeons are fairly cheap compared to cpu's intended for gaming, because they are usually worse at it. and i get that it doesn't seem fair, but gaming is a hobby and not a right, so there will be times where you can't play the latest games with optimal conditions.
nobody is telling you to buy an i9-9900k, I am just informing you of what you can expect from your cpu, if you take offence in that, that is on you.
it isn't a lie, they can be decent extreme budget options, but they aren't magic. there is a reason why they are cheaper. and they don't age extremely well
with all of the information at our disposal the only problem could have been tied to the cpu
