the sale ends on the 22nd so unless they extend it it won't even be discounted on winter sale
Seasonal sales are excluded. And it wouldn't be extended if the sale ends on the same date as they are 2 separate sales.
But a deeper discount is still probably not happening until after the new year.
That's only when the base price changes. The base price hasn't changed since release.

A. Yes, discount cooldowns will apply to promotions like Daily Deals, Midweek Madness, Weekend Deals, Weeklong deals, publisher weekends, and any custom discounts. Any discount applied to a game must have 30 days between the end of one discount and the beginning of the next discount. The only exceptions to this cooldown are the four major seasonal sales: Spring, Summer, Autumn, Winter.
The game is currently on a Midweek Madness sale and Winter sale starts on 22nd. So there is nothing stopping it from being discounted for Winter sale. This is the most popular seasonal sale so I would say it's safe to assume that it will be on sale.
And no Valve cut!
Thanks! I'll check the price after taxes when I get home. Steam still doesn't charge tax for me so, I'll go with which is cheaper.
