Might want to search your specific cooler and see typical temps so you can compare.
But if you are below threshold for throttling it´s fine.
Also gpu´s and cpu´s will both ramp up fans and throttle performance to stay within safe spec.
CPU´s can even turn of the system if it gets to hot.
it´s very unlikely you will be doing stuff on the PC and suddenly you have damaged components from heat.
I had a pc with a dust choked cpu cooler ..all that happened was everything started stuttering like crazy even playing very non demanding games..cleaned out the fan and everything was fine again. everything in that pc survived long enough to be retired because it was to old to keep up with new games.
(*edit* not saying it might not be worth lowering temps, just saying it´s not going to kill your cpu anytime soon)
And 70° degrees are not too much for a 5600. It is able to run to 90° without damages.
Invest in a better cooler for your CPU.
I have a R7 5700x which is basically the same CPU you have but with lower clock speeds. I don't go past 75c on Prime95.
Note I have the Hyper 212 Evo Black.
As i said i never meet simmilaro problem in any other game or software/benchmark.
Max temp that i saw was like 69 degrees under load
