Report a translation problem
It was actually released 3 years ago.
Upgrade to 22H2.
just realized i bought a key labeled "ROW" for region and not "Global / North America by accident (it said it works in the united states, but maybe this is the issue). I bought Halo from Steam though and that does it too, so maybe not. only 2 games I've had issues with.

EDIT FIX FOUND:
Click on Start
Search for "Steam"
Right click on "Steam" and pick "Open File Location"
Do a right click on the Steam-icon, select Properties
Go to "Compatibility" - Tab
Disable "Run the program in compatibility mode for".
Click "OK"
Exit Steam by doing a right click on the Steam-Icon near the clock, choose "exit".
Start Steam again and see if that helps.

I have no idea why but steam some how went into compatibility mode for windows 8 lol. I even re installed steam which didnt help, but following these steps fixed the problems for this game and halo infinite
