Uncharted 3 grew on me over time mostly because of the fantastic variation in levels. I still think U2 is the best in the franchise though.
It's definitely just excuses. Amy Hennig (creator of uncharted 1-3) was driven out of Naughty Dog. The Uncharted cast was heartbroken when Amy left so much so, that they wanted to leave Uncharted 4 mid production but couldn't because of their contract. Sully and Nathan's voice actor talk about this in an interview. Look at the remasters and remakes TLOU is getting, they absolutely could do the same to Uncharted 1-3 if they wanted to. They either can't because Amy is no longer with the company or Neil's ego won't allow him to.
Porting this game would require little to no effort and despite the fans telling them what they want, Sony thinks they know better.
If it were to ever get ported to PC, expect to have to sign up/link a PSN account, restricting many from being able to play anyway. Their business strategy baffles me.
