Report a translation problem
On a 4K display, with DLSS set to performance (1080p), I’m getting 30fps-40fps. With DLSS off and image scaling set to 50 (1080p) I get a locked 60fps.
I have a feeling the game is using the render scale option at 200 for DLSS and FSR instead of 100.
* EDIT: it seems to have fixed itself after restarting my PC.

16GB DDR4 3600Mhz
Installed on an NVME PCIE 4 SSD
Not sure what's going on for you guys.
That´s rather unlikely because dlss is completely GPU based.
And if something would be wrong with core allocation in general the problem should occure without dlss, too. But it doesn´t (at least for me)
To be fair I suspected something similar first. I thought something went south while compiling when starting the game but it didn´t. It´s dlss for sure.
Did you check your fps without dlss?
Your GPU should be on par with mine, we should get roughly the same performance.
Can´t check your settings on my system though, because the game won´t let me set an output res. below my native monitor res.
However if you want you could check if you get (significantly) more performance by turning off dlss. Not that this would make any difference in gameplay because (most likely) your fps exceed the refresh rate of your monitor already. But would be interesting to know.
I still suspect a driver issue.

Same locatiom where you set your resolution, HDR, etc.
If your´re on a amd card it might be called fsr and dlss might be not available..
Idk, but I'm also guessing it's a driver issue. Running an older Nvidia driver did the trick for me.
Not necessarily since nvidia supports multiple GPU gens. with a single driver. Could very well be that only certain GPU's (as RTX 30XX) are affected.
And as said before: There are already known issues with 220.25 adressed by nvidia (cyberpunk map glitch f.ex.)
However I can play with everything on max 4k output 70% render scale, dlss off and solid 60fps just fine, so no big deal.
But still highly weird and definetly something nvidia/devs. should look into.
