CPU is at 100% constantly, even in the main menu.
How does that explain 100% usage when the game is paused, or even in the main menu?
I have the same problem. The game is near 100% all the time, and that causes constant stutters (including audio!).
I don't think so. It's above the recommended CPU.
The main menu / pause menu have in-engine background running.

You're not getting what the problem is. The game has _unusually_ high CPU usage. Shadow of the Tomb Raider is a comparable game, and it uses like half.
Sounds like a huge bottleneck, just play on the highest settings your card can handle and your CPU should go back to normal. If you end up lowering the settings, all you're doing is putting load on the CPU.
There are tons of videos explaining CPU/GPU bottlenecks, what i'm seeing is you're putting stress on a CPU that can't handle rendering the frames you want. I suggested rising the graphics or, capping your FPS
