Nothing about what I wrote claimed that these effects were real life visual effects. It's like Tazor wrote earlier, these effects are unintended effects caused by poor quality camera lenses in early cinema days.
Many devs also doesn't claim them to be real life effects, but cinematic effects based on when they were present in older cinema films. And usually the devs allow you to turn them on and off, and even adjust the intensity for those who want it.
I don't really like the effects either and agree that they should be customizable so you can turn them off as you wish.
Since all of the sony ports except Days Gone (which lacked option to turn of TAA which had a very bad implementation of it) were great i was thinking this one will surely be a good one too..but well...maybe I trusted a bit to much this time..

I just started and played it shortly yet and just bought it today..so I will wait a week and see.
Where exactly did you find these CFG files?
unfortunately, there's not much you can do with it. OP claims to have found some other "engine settings" file after opening it with Notepad++, but A) that doesn't make sense, and B) i *did* open it with notepad++ before he even brought it up and nothing like that happened.
