There is a minimum and recommended specs list on every single game page for a reason. Not just to tell you possible performance you're going to get, but also for compatibility.
game devs have absolutely no responsibility to cater to your CPU architecture, even if it might be bad business for them to do otherwise. They clearly set out the minimum spec - if you go ahead and purchase the game after seeing your PC doesn't reach the minimum spec, you have no right to get angry and bring out pitch forks.
Next, it seems like some people in here like gingerbreadman don't really understand what a Xeon is. For example, the 2620 v2 CPU in question here is literally a 2011 socket CPU that is identical silicon wise to the i7 4960X High-end Desktop CPU that ran on the X77 enthusiast platform.
The only difference between the CPU's are the clock speeds. Both are 6 core, 12 thread CPUs based on the ivy bridge 22nm architecture.
All things considered, for a budget build it is not a bad choice.
The caveat of going with a Xeon for a gaming PC however is that I wouldn't recommend someone with very little computing knowledge to take that plunge because there are a lot of quirks that can come with running a server architecture (especially one from 2014) in a gaming rig - and the typical server motherboards will not come with the same IO and features you'd expect in a gaming board.
I almost feel like the dude is trying to berate him for having an older CPU. Not everyone can afford upgrades. He has what he has - rather than being a ♥♥♥♥, try giving some constructive feedback.
The great news is that since it is a 6 core 12 thread CPU - in newer games that don't require the AVX2 instruction set, you actually should get ok performance as games are scaling better and better with 6 cores. You will definitely be leaving frames on the table with a 3060 ti - but if your display is only 60Hz, you should be totally fine.
Unfortunately unless the devs patch in a fix for older CPU's - you might be out of luck on this game. There is a good chance that they will fix this though. It is definitely possible.

The minimum required CPU i5 4330 and Ryzen 3 1200 does support AVX2. While Xeon E5 2650 does not.
Why would there be a patch for a pc that doesn't meet the minimum requirements?
The minimum spec is a AMD Ryzen 3 1200, you're CPU is from a time that there weren't even any Ryzen cpu's

I especially like the single core performance even though the i7 has a lower clockspeed then your Xeon cpu. If you didn't know, Xeon cpu's are ment for workstations and servers, NOT for gaming.
