You're making a lot of pointless assumptions. My comment is based only on the fact that it's been noted numerous times on the forums by others that it isn't included in that particular package.
I was simply confirming his situation is a well known problem and that he's not alone in commenting on it.
As he said he's "Posting this here in case anyone else is having trouble" ~ and I'm noting that literally anyone who buys the part one pack is going to have that issue, because it's intentionally set up to be that way. Feel free to call it a poor marketing decision and insult ioi over it, I don't care one way or another about them.
I'm not defending ioi and their horrible business practices. How you can twist that into me blaming him or "others" is ludicrous unless you're just looking for excuses to attack people over anything.
You're not even accurate when you call it "developers incompetence" ~ because it's their horrible marketing department and new management that are making these decisions as a publisher that are causing these problems. All the "developers" who worked on the game have already quit (and didn't make these decisions even before they quit)
ioi is their own publisher here and as a company has been almost entirely restaffed in the last 6 months with huge employee turn over; it's been one bad decision after another from them for quite some time now.

Yes totally not mentioned it. I know its not front and center, but Steam dosen't allow more info on a package on the shopsite itself.
Unfortunately the page contradicts the package itself. If you read the module list, one of them is called "Hitman 3" and on it, the package says "VR Supported" just like any other VR title does. And the images on it include freelancer pictures.
You are correct that somewhere else on the page it says what you quoted; it also says "does not contain Hitman 3" but for people who don't already own the game, the page makes no sense to them. The package list clearly states Hitman 3 and VR and then somewhere else on the page after a very long description it says it doesn't contain those things. The notes there, but it's still a very deliberately poor marketing design when they could change the name of the module to not have VR tagged on it and to not call itself Hitman 3.
If the module were named WOA and had no VR tag, this wouldn't be an issue and you wouldn't have conflicting notes in the description compared to the page itself.
The VR module is already its own separate DLC, but they hide it and put the tag on everything, even the parts that don't have VR. And they are not clear for new buyers why everything is called Hitman 3, including a module that doesn't have Hitman 3 in it and has no other name.

i bought this game expecting it to actually have a majority of the game in it, but no like everything is locked and just now i discover that vr doesnt work either. i spent so much time trying to figure this out and even sent hitman 3 support a email

It may as well be a scam, they are intentionally making it look like you get something that you don't and then hiding behind fine print somewhere else on the page that tells you what isn't included.
Either refund it through steam or wait for a sale to buy the upgrade; those are pretty much your choices. Feel free to complain to Steam support while you're at it. IOI support won't care at all unless Steam gets enough complaints to make them change it.
