NVIDIA loves Temporal Anti-Aliasing. Their DLSS tech requires it. Don't expect NVIDIA to ever give us a way to force it off in a game.
BTW: The game's video settings are saved in the Windows registry. Setting "AntiAliasing" to '0' didn't seem to help much with clarity, but if the game is rendering at a lower resolution than it should be then that could be why (think "Mafia 3" and suddenly the extreme blur makes sense).
Note that I had a weird glitch where the entire world would appear to "jump" every few seconds after I disabled the AntiAliasing via the registry. I also had the same glitch happen once with the setting restored back to its default value of '1', so I don't know if it was just a coincidence when it happened with the AntiAliasing setting set to '0'.

Just played around too with the registry settings and yes setting AA to 0 does nothing. I set some other values but looked the same as before. Regarding glitches I can't confirm. Still running smooth without problems.
I still don't get why we can't choose ourself how we want the game to look like. If we want it cramped up but only get 50 fps, so be it! I have to play that way. The options should always be there.
There is no dynamic resolution in Hitman 3 VR. But it's a common misunderstanding.

With high res like res 500 % the VR version is super-sharp - and I still get 90 fps with all in-game graphics settings maxed out. That's truly incredible performance. But I am suspecting that the devs did down-sample the game to make it run better - res 500% in Hitman 3 VR may look much like res 200 - 250% in other games. You need to increase res a lot in this game to get rid of the blur - don't be afraid of trying res 300% and more. Do enable motion smoothing.
I am using an Asus Strix OC RTX 3090 with a power limit of about 500w and an i9 10900K (10 cores, 20 threads).
I don't have blur anymore. However, it doesn't fix low quality on reflection (Screen Space Reflection).
I can't tell you if the game will run fine with 480 % on your setup. I'm playing with a RTX 3090.
i use a resolution from 4400*5296 on the pimax 8kx and looks better,but still there is somekind off dynamic resolution going on,or some kind of AA
I'm not 100% certain, however Hitman 3 may use downsampling (running at a low resolution and upscaling it) as a form of Anti-Aliasing, similar to how Mafia 3 worked. The blurriness of the visuals in Hitman 3 certainly have a Mafia 3 vibe for me, especially with how that blurriness gets heavier and heavier the farther away things are from you. They may also apply TAA (Temporal Anti-Aliasing) to the scene before upscaling it as well, which would be fairly normal these days (NVIDIA's DLSS requires TAA).
I haven't tried setting supersampling in SteamVR to anything above 200% yet for Hitman 3, however after some others have commented that it noticeably improves the blurriness to set supersampling anywhere from 300% to 500% I may try bumping the setting up higher than I currently have it for the game.
Also the game engine is some proprietary engine most games dont use, so there is no apparent way to over ride settings like you can sometimes do with UE or Unity games.
Its really unfortunate because if I were to play on flat screen I have a 4k monitor, I dont need aliasing at all really. And in VR Im a fidelity junkie. Id rather play at 60-70fps and high fidelity than 120fps and a blurry mess. Id also rather have some distant jaggies and up close things being crisp and real.
We need to have the option to disable it.
