Best course of action is to wait for the sales on the whole game.
1) Buy HITMAN: World of Assassination (Part One).
2) Buy the HITMAN: World of Assassination Upgrade Pack to get the game up to "base game" levels of content.
3) Buy the HITMAN: World of Assassination Deluxe Pack to get the game up to "Deluxe Edition" levels of content.
That ends up being roughly $60 USD, which is about $40 less than outright buying the Deluxe Edition of the game. The rest of the DLC is either purely cosmetic, or a few missions that are apparently very easy and don't give you any other rewards for completing them.
