Freelancer is a rouge-like added to the game as an optional mode for veteran players. Not really the sort of thing I'd advise for players new to the game or series, but once you've mastered the rest it is a fine addition that I personally love. But until you have mastered the rest I wouldn't recommend it.
I bought all three games separately at release and there was a time when we could combine it all which I took advantage of, but those days are over. Now you buy all three games together as World of Assassination.
There are many threads here about this. You should look them over to make a decsion.
im still on hitman 2's campaign and well over 100 hours, this game is ridiculously fun and once you know secret mechanics it becomes easier and even more fun and freelancer seems to be the icing on top although i will wait til h3 is fully done before starting that
As for enough content, Hitman 3 base game had more than enough content without DLC or the sniper challenge maps to be worth it. I believe it now comes with the first two games as well, and freelancer end game content.
If you don't like the genre, or aren't a fan of replaying levels to attempt the different challenges, then it's probably not worth it for you. But if you enjoyed the demos and know what the game is about, then you will probably be very happy picking this up.
Sounds like you've missed the entire point of the game which is to play it over and over in different ways to achieve the same outcome.
The H2 DLC is only for the extra two locations and two sniper maps added as an expansion for H2.
Buying WoA will give you plenty of content to be busy for a very long time.
