One other tip might be the level of detail must be set at ultra or high to see the visual aspects of the suspects.
Provided someone has an equipment strong enough for all graphics settings to be maxed out.

2 shots near a suspect will panic them. 2 shots near the actual target, a number pop up that says "Distance to Exit __ meters" and Diana will say that the target is escaping.

Cross off obvious non-target suspects first to reduce risk if you want.
3. There was a bug that may have been patched where if you turn off your HUD Freelancer objectives, if you bump the real target the objectives momentarily reappear even without Distract Target as an objective.
Anything faster is luck.
2. Knock out suspects you can and take their phone, make a meeting and then knock those guys out. This will reduce the amount of enforcers and assassins too. When you find the suspects meeting type use it to isolate him
3. If they are alone and you wanna test if they are a target just whip out an illegal item or shoot them in the leg or something, if you get "distance to exit" then do your preferred kill.
I'm hesitant to try because if it's not the target, I'd rather not fail a showdown and I've never seen anyone try this method.
However if the target is isolated and you aren't sure this can be a way to check if you have the objective and extra flash tools, especially since blinding them once they start escaping is much harder.
For tips on Isolation, just remember no NPC will hear anything past a second closed door. If you can lure them anywhere with a few doors then it is often a safe place to blind them. You can test this out in the new york garage, you can blow up or shoot out the guys in the garage no problem if you close the door but if you open it the guys in the next room will respond. Since flash devices don't blow doors open you don't have to worry about unexpected noise from the explosion too.
