Previously, if you purchased Hitman 3, then owning Hitman 2 would give you a free copy of the DLC that lets you play Hitman 1 and 2 inside of Hitman 3. Now that Hitman 3 is WOA, that DLC no longer exists.
You don't. World of Assassination is the only game being sold. It contains all the levels from H1, H2, and H3 (except New York and Haven Island) under one roof and is cheaper right now than H3 ever was standalone.
No. In fact, you should not buy Part One if you already own Hitman 1. This is pointless. WOA Part One is just the content from Hitman 1 and a low price point to convince people to buy the whole game. It's a paid demo in a way.
The starter pack is another demo product. It contains only the tutorial levels and a few seasonal offerings. If you are looking to get the content previously found in Hitman 3 you will not find it here.
The "complete the set" functionality is a steam store capability that allows people who own individual parts of a bundle to purchase the rest of the bundle at a discounted price. If you don't own any WOA DLC then this means nothing to you.

Let me make it simple for you: The thing you want to buy is HITMAN World of Assassination, the standard edition, not Part One. Currently -60% off and $27.99 USD. This is the game which was previously known as HITMAN 3. You're not paying extra for H1 and H2 again. Those just come for free now if you didn't already have them.
