They turned off location importing when the game became World of Assassination.

ioi would say just play it in Hitman 2.
Huh? IOI clearly said you could transfer all the content you owned to H3 and now it's not the case.
Also, DLC aren't salmons mate. You can run out of salmon but you cannot run out of a peice of digital content.
Your example is even more stupid because they're still selling the H2 expansion pass for H3.
This is like saying I paid for my salmon and they still have 'em and selling them to other customers but are refusing to give them to me in which case, it's absolutely right to be angry
Hitman 3 doesn't exist as such any more.

This is dumb. We all know World of Assassinations is just Hitman 3.
Total War Warhammer has the same philosophy of including previous game content in future games and the third game recognizing the DLC I own for the first two games just fine. I highly doubt this is a feature they have to pay Steam extra for.
It's sold and packaged differently now.
Publishers & developers are not required to give you remastered/reinterpreted maps for free for previous owners. It's definitely nice when they do, but there's no requirement. They decided to go the "everyone pays the same" route when they delisted H1 & H2.
