Sure it is. All "new" elusive targets are already there, while working and fixing stuff for Freelancer means they have to waste time (and money). That's all.
No, developer didn't say that.
Here is what ONE developer said in an interview:
TVC: Currently, we closely follow how Freelancer is received by the players. We want to evaluate this information first before we decide on the future of the game mode down the line.
At no point did he promise to make any announcements in the coming weeks or what not.
If there are any major or minor content updates being planned for Freelancer, it seems way too early now. Most of the team is, obviously, working on other projects, so that will further increase the timelines in any case.

Doesn’t fit there “facts” though.
"Guys please, learn to quote."
No.
One little / causing so many problems.
One Developer who is the Principal Level Designer with near him a Co-Director...
Seems you are really confused, they was talking about how people received freelancer and if there will new contents for the gamemode.
The Developers answered they need to valutated the player reaction.
Developers valutated the players reaction and released the spring roadmap.
Freelancer get one skin.
Isn't too early, future Hitman development is already stopped, confirmed by Developers.
The playerbase is already really low and soon will be like freelancer never come out.
Simple will not worth for Io Interactive to waste time and money on a failed gamemode.
Best post in the thread. I'm not sure it is possible to reply in this forum without quoting entire posts. The evidence supports this.
It's not hard.
Is only need to use quote= between []
After the = there will be the name of the account want to be quoted for example yours will be bond1;3820782448891509461.
And at the end of the text write /quote between []
An official comunication for a single skin for a new game mode one month before release of it.
Or a guy under this comment still hoping for a new dlc.

Game is on "life support" now.
Developers confirmed they are not anymore working on future hitman.
Freelancer failed hard so they are not supporting it for the spring roadmap freelancer will get a skin.
Main game get old elusive targets and some new player made contracts.
Developers are not working anymore actively on Hitman.
Just stop. You don't know what you're talking about. You've been repeatedly shown that you are wrong. You've repeatedly stated things that simply aren't true. And now you're outright lying to folks.
The game is receiving support. The game is receiving updates. Especially Freelancer.
From the roadmap (https://ioi.dk/hitman?panel=hitman%2Froadmaps%2F2023%2Fspring-roadmap):
I don't know at this point if you're specifically trying to troll everyone. Trying to garner attention through spreading misinformation or what.
But you have no credibility.
