You also have to understand how the games you want to compare in terms of performance are actually structured. RTX in particular comes in so many variations, precisely because of the performance, and in one game it can lead to completely different results with the same settings, simply because the lighting is different, since it is a different game.
If you then want to have virtually infinite fps as a customer, you'll have problems, no matter what your setup looks like. Precisely because you want the latest of the latest and no number can be high enough, you find yourself in a niche that will never be served in this respect - simply because it is not wanted. (I am not saying this about you, but this is an if-case that refers to the people in question.)
I can only recommend to cap the fps or to try DLSS, and test lower values for some settings to see if it already helps. For example, I play without RTX because I want 60fps and 1440p and, depending on the map, that becomes too unstable with my 2070 Armor and RTX. So it doesn't surprise me that two generations later, it's still being nibbled at if you expect 240fps or something like that.
