You need time and experience. Try not to get frustrated at this stage, and enjoy the process of learning how to play.
You can also unlock one in Miami if I recall correctly. Look at the unlocks at the top of the location pages
Man i already did training missions so many time and then got tired: i am not doing them again...
It must have saved i have completed challenges and mission stories from all training missions - yet i have no lockpick!
YOu have to be kidding you have to pick it somewhere in training mission is that right to unlock it??? That makes 0 sense! I cannot even find on youtube where exactly only some high tech lockpick mk3 something./...
NO! It should have unlocked by finishing prologue mission but i had finish all of them!!!
As for your trouble in Sapienza, the ICA safehouse is in the same building with the lazy chef, on the second floor. Exploring that area thoroughly might get you an easy way into the chef's flat without going through his front door.
You're meant to learn how the game and destinations work as you play the game. For example, if you complete Sapienza once, you will unlock the ICA Safe House starting location you are talking about.
You did miss it, probably because it's inside the building, by the waiters door. Use the sense thing to highlight objects you can interact with.
You also apparently missed that there are multiple ways into that building.
It could be presented better, but the game does tell you what can be unlocked. It's also not the only way to unlock a lockpick. And the lockpick isn't even the only way to unlock a door.
It's not that important. There are multiple ways to gain entry to places. Lockpick is just one of them. Explore the maps, you might find a key or a crowbar to open the door. You might find an open window to climb through, a wall to jump over, vines to climb up.
The safe room is also one of the first starting locations you unlock, by completing Sapienza.

The other long way would be from the spot on the beach up the stairs, up the gutter, take out the guy on the roof if necessary, and off to the balcony.
Complete mastery levels on maps that give you what you want. That's how it works if you want to take the shortcut and not spend much time on the map. (But, and that's the thing, you still have to spend time on some map and deal with it)
Alternatively, just take a different route.
For example, where there is a door, there must also be a window, a backdoor, a basement, or a gutter somewhere.
If, for example, you start the story mission to kill with a sniper weapon but don't have a sniper weapon yet, then you just have to find a new way to kill them or aim very well and hope that the gun will reach that far. (Most likely, however, it will only be wounded at first). The story missions only show you how to initiate such events; you have to find out for yourself what to do with them - Do you need poison, a sniper weapon, a pillow or other things.
You can save before these events end and alsp before you start to trigger such events.
And yup, use the Destinations tab instead of the Campaign tab. There are all the missions, challenges etc.
If you are stuck, stop worrying about the mission and just run in the front gate and look around. Backtrack the different paths and find one that works for your plan.
"Bone Lockpick" from Ambrose was pretty easy I feel, and the story there isn't much of a spoiler at all. Unlike ICA Facility I think you just need mastery.
