Why did the disruptor escape?

i knocked out tim quinn as the mission story said, but then the countdown for the disruptor to leave started, and i failed. is this supposed to happen? obviously the countdown is intended, but what triggers it?

You didn't need to knock out anyone. It just said don't kill that one guy.

The elusive targets escape if you alert them of danger.

this guy runs away after being paniced. I tried to gunshot panic him to see where he'd run on my first attempt and he just runs away immediately. So don't panic him at all.

i figured, i knocked out tim quinn to fight the disruptor in his place, ill have to do what i normally do and just shoot him with a silenced pistol

I just put a high calibre round in his left ear, from the top of Chapel; then strolled away.

Can't panic and run away when your brains and half your head are decorating your bodyguards face.
