You should try reinstalling the game imo. There's also a chance that you may need to update windows
Never heard about formatting the disk to run a specific game.
By "clean disk" I meant a complete reinstallation of Windows, and not an installation over an old version, because in this case some files and settings are retained from the previous version of Windows.
- in the steam library, right click Hitman 3
- click properties
- go to the general tab
- scroll to the bottom to the text box called 'launch options'
- enter this exactly "-SKIP_LAUNCHER"
Or maybe download some software like IObit Driver booster and check if there are updates available for drivers.
