1. Colorado (by a wide margin)
2. Isle of Sgail
3. Marrakesh
I would avoid these maps in general when starting out, until you are really sure of yourself. All of them have a huge density of well-armed guards (Colorado is just ridiculous) and if you happen to alert the guards, it can be tricky to escape with your life.
Yes, there is a silenced pistol in Sgail but I dont consider it worth the effort. Its much easier to get it off one of the assassins in a showdown.
Yes, Dubai has that silenced SMG, probably a very good starting weapon.
Mumbai has an unsilenced sniper rifle.
New York vault was changed into a whole lot more difficult in an update, I dont think I would bother with it anymore. There is an antique dagger in one of the strongboxes tho in New York. Or was it two?
also the vault is entirely worth still, just put sedating poison in the air vent, turn on the AC, open the vault and trigger the alarm and the entire bottom section of the map will run into the gas and take care of themselves, its even SA friendly and you can lure more guards by firing shots with the doors open.
and yeah if you start in a bad spot (like the helipad or overlooking the moneypit area) sgail can be really bad, but if you don't have to go to the upper sections then getting the shovel + pistol is pretty easy. Plus if you get the blue or grey guard disguise you are pretty safe in the entire map if you avoid getting compromised.
second would be Dubai. In addition to the suppressed weapons I feel it has a lot of easy to get crates to try to start replacing your toolbox items
Also, for context, I have pretty much all safe house unlocks except the grapes in the garden so non-weapons aren't a priority for me.
And for those that don't know, once you get a silenced sniper rifle Colorado pretty much becomes a freebe map. Just complete the Wicker Man challenge and regardless of the targets you should be able to complete it in a few minutes.
1. Dubai (easy map with 2 free silenced guns and emetic poison)
2. New York (easy map, farm money here, get your free Legendary shotty for prestige objectives, get Tanto for [Katana kill] prestige objective and some other tools just as fillers)
3. Isle of Sgail (kind of a tough map, so I wouldn't recommend going here completely naked, but the map offers tons of useful gear, which is why it takes third place, so grab all the stuff you can, including a free silenced pistol, it performs terribly but it's something to start off with)
After these you should be good to go anywhere
Sgail is a bit more complex because of the sheer amount of locked doors, and some floors you can't access to with the wrong disguise, but that's easily remedied. If you have the classic entrance: You go right of the entrance, grab a brick, go up the pipe, right again into the guard room, throw a brick near the locker, which will lure a guard for a free guard disguise as you can pacify him in peace. From that position, you can go up the ladder, past the 3 guards and into a room with 2 waiters chatting. You can distract one and knock both them out, one of them have a key, opening most of the doors. After that you just have to move up to the mourning area, climb up the pipe, and the two guards in front of the tower give you a big opportunity to knock the one on the left out to get his disguise, which is pretty much what you need to get almost everywhere. If you spawn on the tower, it's even better, you go down one flight of stairs, and can lure one of the elite guards. If you spawn on the tower overlooking the phoenix ceremony, you can go down a pipe, and lure and knock out one of the guards in the crypt. From there, same thing you can go grab an elite guard disguise via the pipe as you see fit.
From that point, you can pretty much loot the place and pick what you want to bring home. The silent pistol is tasty, but you also have the sapper axe, and one of the display cases have a saber. With a guard disguise you can carry both of them in the open. The problem may be more with your target, and you may get some annoying ones. Dubai tends to be more favorable, but you can always spawn the annoying target in a crowd, which when you have nothing is always a challenge.(Looting chests until you get some kind of explosive can be beneficial)
New York can be a challenge, as it's really harder to navigate than some others maps It's also heavyly dependant of your spawn point. If you spawn in the parking, congratulations, you are golden. You can get a bodyguard disguise, kill the cameras and get free weapons to boot, plus access to the vault. If you have the front entrance, you will more likely have to chimey on the right to get down and steal a security disguise by luring the guard with a copy printer before you can do anything else and even then it's far from completely safe. The first floor start is pretty sketchy as getting a disguise from here is the hardest without getting caught. You can potentially lure someone in the staff room, and quickly shove them in a locker. But in practice I've found that others NPCs can go there on a whim, and that include couriers who sometimes also like to visit here, or even targets. It's possible to go straight to the second floor and ambush the coke guy here, but also a bit technical due to the camera on the way and having to sneak past a lot of people on the way. In general, I really hate New York on freelancer, not as much as others maps, but it's been prone to be extremely temperamental. I don't feel like New York really delivers good improvements for you the way others maps do. New York can also have some absolutely disgusting targets to deal with, like the lady at the balcony over Ruby Red. That lady is in the field of view of something like 4 different persons despite looking isolated. She never moves. People who spend their time in the open space at the center of the main floor are also a pain, if you are lucky you may get them with the chandelier. But you will need a silenced weapon AND A good blind spot to snipe that chandelier to begin with otherwise trouble will follow.
Dartmoor, again, dependant of your spawn, but if you get the front entrance or the roof entrance, you can get disguises relatively easily. It's a bit harder when you spawn near the glass house, one woman is notorious for seeing someone get knocked down in the bushes from an absurd distance. You do have an hunting shotgun for free in the main floor's display case. That one can also be found at the top of the ruins in Sapienza, if you spawn near there. Dartmoor in general though, tend to have relatively friendly targets.
Whittleton Creek is just the easiest map overall. As such, even if you have nothing, you will always have an easy time here. It's also quite small, making it quite enjoyable as you don't have to cross insane distances. And if someone gives you grief by spawning into the garden party? You have the house for sale you can use to shoot from, even with a loud weapon, you're likely to not get seen and by the time people arrive, you are already gone. Bonus point if you can set up one cas canister near the target for you to snipe from there. And if you are lucky they will be under a gas lamp. You also have the always funny rake you can use to knock targets with a clean ko.
As as been mentioned, it's more a question of which map to avoid, and again, as as been mentioned, I will go with:
Colorado: It's Colorado. Enough said.
Marrakesh: Nothing really valuable, 2 forbidden zones which accept different kinds of disguises with enforcers everywhere, and targets which tend to be in absolutely hellish spots.
Bangkok: Hard to navigate, getting the right disguise to be fine is a multi step process, targets in hellish spots, nothing really worthwhile except the katana in Cross' bedroom, and maybe the police baton. The map also comes with carpets able to suck oil like a sponge for some reason.
Hokkaido: A technical map. Getting to where you want and the disguise you want can be quite challenging and potentially a multi step affair. The locks here follow their own rules too. If you do it in alerted territory, pray you don't spawn in the morgue... Otherwise you're going to have to wait around a minute just to be able to start playing if you don't want to get immediately spotted. Some targets can be a problem, in particular a never moving guard in the guard room over the morgue who is also an enforcer. There are some tricks and bits of knowledge to be able to work around the hurdles, but that makes things needlessly complicated. You can abuse the bathroom lure to get a guard disguise or even the director's disguise. Alternative is getting Yuki's bodyguard disguise from the guy in the morgue's security room. Of course, in alerted territory, that guy has a friend in his room and that strategy is no longer valid.
Mumbai: Very random. You can get a bunch of targets in a crowd, you can get some annoying one in both the tower, or Vanya's compound, or you can get annoying ones in the street, the worst being the clothes cleaning area which is a nightmare to navigate. If you are lucky you will get targets in the shawl, or a doofus you can kill with the crane, or push in a pool of concrete, or one of the two isolated guards by the railroad. You can potentially get a sniper rifle from the Cashmirian, I suppose. But I've seen that rifle being here some times, and not others.
I'd take Colorado over Chungqing or Bangkok any day.
1. Isle of Sgail - so many melee weapons that you need 2 visits to farm everything.
2. Dubai - easy to get best disguise and open map
3. Whittleton Creek - easy map
If you are using Freelance Variations, then Miami can be good if you get the ET (Sean Bean) version of the map. It has silenced SMG, silenced shotgun, a couple of pistols (1 silenced) in the lab that you don't get in other maps.
Once I've farmed Isle of Sgail, I avoid it if possible as I find the map tedious to play.
