What is the freelance and how I access to its please ?

You need the full standard game to access Freelance mode.
If you bought Part One it isn't included.

Freelance mode requires all the locations in game to be played. With Part One the game has only one third of these locations, hence the reason why Freelance mode isn't available.

as for what it is: it adds a few new NPC to the maps and randomises your target. also your loadout must be collected from the maps and only certain stuff can be stored in a new safehouse that you can upgrade by playing the mode

You can still play Freelance even if you don't have New York or Haven Island purchased and still get them in your selection of maps to play on, but otherwise yes you need the base game to play Freelance.
