This: https://store.steampowered.com/bundle/30335/HITMAN_World_of_Assassination_Deluxe_Pack/

is what's not included in the standard package.

Of what's in the WoA Deluxe pack, two of the bits are mainly escalations and cosmetic items (7 Deadly Sins & Hitman 3 Deluxe Pack). The third is the expansion pass for Hitman 2.

That you're probably going to want because it includes two more maps (Haven Island & New York) that close out the Hitman 2 campaign. Along with two more sniper maps and some special assignments missions.

Just buy WoA (make sure it's not the "part 1" version) plus the Hitman 2 expansion part of the deluxe pack. You don't need the whole $30 deluxe pack. The deluxe pack is 3 things that can be bought individually for $10 each and the Hitman 2 expansion has much more meaningful content than the other two things.
In short: Buy WoA and the thing the other guy linked.

I notice that even though years have passed, it's still ridiculously complicated to buy this game in its entirety

Nothing against you ifail it’s just that in their forums, I believe I have seen as many discussions about how to buy this game as discussions about the game itself in 1 then 2 and now 3, I'm surprised that they haven't simplified anything now the Epic drama is over.
Are the DLCs or the Deluxe pack ever going on sale? Because I don't see how that little
the content can justify the pricetag.

Yes, all the time. The deluxe edition was on sale last weekend and a month ago everything in the store was discounted during the Steam Winter Sale.

The Hitman 2 DLC maps are a reasonable amount of content for $10. The other parts of the deluxe package... not so much. I bought everything in the store and don't regret any of it, but I wouldn't recommend most of it for a new customer.

Buy WoA now and decide later whether or not you feel like you really want additional maps or the extra tools they unlock. Each new maps can provide you with dozens of hours of entertainment, so even two maps can have a higher value than you might think. If you've already had the game for a while and are growing tired of the gameplay, then you probably wouldn't get a lot out of the deluxe pack. If you love the game, some of the DLC has more stuff that you'll probably like.

Appreciate the answer, I guess I wasn't explicit enough. I meant the H3 DLCs, I own all the other games and all that and I do agree, that's worth the pricetag and I would recommend anyone who gets H3 to get the previous games content. But the deluxe, the weapon bundles, 7 sins and the Sarajevo DLC...

The completionist in me wants them, but I just can't be bothered to pay 5 bucks for a handful weapon skins or 6 missions that are glorified contracts. I just can't understand how IOI dropped the ball so hard with the DLCs for H3.

I really enjoyed the DLC maps of H2, and I was expecting more of that for 3 (I also enjoyed Ambrose and we even got it for free), but I would have (And gladly so) rather pay 10 bucks for new maps rather than 5 bucks on skins...

Ah ok, I mistook you for a new customer like the OP. I kind of liked the 7 Deadly Sins and would recommend them as long as you like escalations. They really experimented around with unique gameplay mechanics in that DLC. I don't know if you'll love it or not, but it is interesting at the very least. I also like using the bonus suits in Freelancer.

The Sarajevo 6 also did a small amount of experimentation that never appeared in later maps, escalations, or DLC. The Colorado map had a target and guards who have instinct mode just like Agent 47. They can see you through walls and always walk towards you so there's no safe place to wait. It was a unique challenge to get around that and somehow silent assassin the guy.

Did you like the Patient Zero content, particularly the Hokkaido map where people can become infected and turn into targets? I got a kick out of killing 120 people and still getting silent assassin at the end lol. 7DS kinda shakes things up like that. In Sloth you can only take a certain amount of steps before dying. In Envy you are competing with a clone of yourself to kill your target first. 7DS was not worth the original $30 price tag, but it's much more reasonable now.

3 extra item are:
7 Deadly Sins
Hitman 3 Deluxe Pack
expansion pass for Hitman 2

I will suggest you buy the non-deluxe pass one first. To see if you like this game or not.
Content-wise , the expansion pass give you the most content (2 extra map and emetic dart gun and device+ some sniper map) . This one worth the money and highly suggest if you enjoy hitman playstyle.

7 deadly sins give you different mode/style to play in hitman game, This give you sedative proximate snail as well which is quite useful in some case. Completely optional if you want to try something new.

Hitman 3 deluxe pack just pure cosmetic and around 6-7 escalation . Not worth the money if you are not cosmetic type.
