it can be tricky but you likely need to watch what each suspect is doing
So yeah, go through them one by one and see who obviously is not the target, and as you narrow it down it will come in to focus.
You can try to pick syndicates that have "poison target", "distract target" objectives too. "blind target" is an option too but they WILL flee after being blinded in a syndicate mission and have the potential to start a chain reaction.
Only one suspect will have all four looks, the two tells and the meeting type. There may be ones that have all the looks, have the meeting type but only have one of the tells. You need to take your time to confirm who the target is by making sure that suspect ticks absolutely everything. Having only a partial ticked list is not going to work consistently and any success will be pure luck.
Whoever told you that is a way to find them lied to you. Not every Leader gets followed by an assassin, non-targets can also be tailed by an assassin.
You have to go slow. Trying to go fast is only going to lead to you down the path you've been seemingly going down.
