You have a full campaign from the start to the finish.
No clues what makes you believe that the first two games didn't have a story or where you read about it.

But I'd suggest starting with the ICA facility and going through it in order. Play each mission five or ten times and then move on. The narrative is then in order, but it's all rather convoluted anyway. But that's what I would do, and actually did because I played each as they were released. With the WoA bundle you can do whatever you wish. Play Dubai, then Paris and then Mendoza if you want.
