Any Insane Stuttering Fix/Tips pls?
Hey,

So long story short, with my new MSI laptop I have insane stuttering where the fps fluctuates severely and the screen tears - to the point that the game is unplayable. My specs are:
Intel Core i9-13900H (13th Gen)
NVIDIA GeForce RTX 4070 with 8 GB GDDR6 VRAM
16GB of 5200 MHz DDR5 RAM

I've tried fps cap on 60/120, lowering Res/scaling down graphics, VSync Off with Triple Buffering with game forced through Nvidia Control Panel (with using only dedicated GPU) and nothing has fixed the problem. I had the same issue on GTA 5 but that problem was solved by capping fps at 60 fps.

My screen is a QHD 2560 x 1440 IPS Screen w/ refresh rate 240 Hz 3 ms, idk if this is relevant.

Any tips are welcome at this point, it's just baffling that I have no such issues on my older MSI laptop with a gtx 1060.

First of all, NVIDIA GeForce RTX 4070 Mobile = NVIDIA GeForce RTX 3060 12 GB Desktop so you should be more than capable of running this game. And second, if you're using Windows 11 try to follow these steps:

1. In the Search Box on Taskbar right down "Graphics settings" and open it.
2. Under "custom options for apps" click the “Browse” button and navigate to the game's executable file (.exe).
3. Once you’ve selected the game click the “Options” button.
4. Choose “High performance” from the next menu and hit “Save.”

Sounds like either a hardware issue or just software issue. Try the method mugen gave you. If not contact tech service or other support services of the manufacturers of your hardware (NVIDIA etc.) Could be a faulty hard drive/SSD , RAM , PSU , motherboard and so on.

One thing i suggest is to try and look for the solution online first by entering your hardware such as

-Hitman 3 stuttering RTX 4070
-Hitman 3 stuttering Intel i9

And so on.

I know this is a dumb thing to say also but update your GPU drivers. Try to update your BIOS aswell. AMD had some stuttering problem tied to TPM in BIOS so maybe intel has the same problem too? Wouldn't hurt and shouldn't take that long.

Don't worry about your VRAM being 8 gigs (unless running on 4k/2k insanely increases the VRAM usage) you should be fine with it. But i'd still try to run it on lower resolutions to see if it fixes the problem. I'm running on 1080p with 8 gigs so your lowest is probably that (minus the ray tracing i guess)

As you are using a MSI laptop you might need to make sure that the pc is using your nvidia GPU and not the integrated intel GPU, and one way to do that is to go to the 'NVIDIA control Panel' > 'Managed 3D Settings' and sett Preferred graphics processor as 'High-performance NVIDIA processor'

Just tested the game on my MSI laptop with an 4050 on ultra with 100+ fps (low dip to 90 occasionally on Miami) so yours should be able to do it too.
