Report a translation problem
1. In the Search Box on Taskbar right down "Graphics settings" and open it.
2. Under "custom options for apps" click the “Browse” button and navigate to the game's executable file (.exe).
3. Once you’ve selected the game click the “Options” button.
4. Choose “High performance” from the next menu and hit “Save.”
One thing i suggest is to try and look for the solution online first by entering your hardware such as
-Hitman 3 stuttering RTX 4070
-Hitman 3 stuttering Intel i9
And so on.
I know this is a dumb thing to say also but update your GPU drivers. Try to update your BIOS aswell. AMD had some stuttering problem tied to TPM in BIOS so maybe intel has the same problem too? Wouldn't hurt and shouldn't take that long.
Don't worry about your VRAM being 8 gigs (unless running on 4k/2k insanely increases the VRAM usage) you should be fine with it. But i'd still try to run it on lower resolutions to see if it fixes the problem. I'm running on 1080p with 8 gigs so your lowest is probably that (minus the ray tracing i guess)
Just tested the game on my MSI laptop with an 4050 on ultra with 100+ fps (low dip to 90 occasionally on Miami) so yours should be able to do it too.
