Developers not really checked the interactions between the random systems like random target, side quests and prestige quests.
So there will be target to be impossible to be killed in the way are requested by the quests.
Even if you find the right angle to use the dart gun to emetic poison the target, there is even the possibility the target go to throwing up in front of people.
For this time you can't do anything about it, next campaign never take stealth oriented prestige quests, because you will have the problem of random target get impossible to be killed in stealth ways.
Not get too the quests require you to kill with melee and similar weapons when the target in the mission in only one or in showdown, you will get the same problem of impossibility to complete.
We will see if Developers will support this gamemode and start to fix this errors.

Developers really need to fix this gamemode and learn how random systems work, adding a good AI behaviours to npc lack of it.
You can't choice the spot, there are some target npc lack of the AI behaviour to go in bathroom for example or for some problem ignore entire floor to go on another.
I poisoned with dart a target in the new york city vault floor.
He walked till the second floor ignoring 2 bathroom.
And this at least in the end is gone to a bathroom.

Simple Developers "forgotten" to add the right AI behaviour to some npc of the target pools.

Distraction is useless, because you can't remove the corpse or even you can't kill because the target is always in front of people, even when emetic poisoned.
Simple Developers need to add AI behaviour adapt to stealth to all the target they have choiced for the random selections.
For now freelancer is more a cod/casual gamemode in too much cases, not really adapt to a hitman game and is the contrary of what they advertising.
Hardcore actually isn't adapt to players want to play stealth.
Players don't have the control and can't planning anything, if not have the luck to get a target npc with a behaviour adapt to be killed in stealth way.
