Anything you left behind in your safehouse is kept.
Everything on your person (guns and tools) - Well.. at least if you die, I think.
A percentage of your Mercers (not sure how much off hand - 20%?)
All of your tools (crowbar, duckies, syringes etc) ... unless it's the new, special, pricey ones off the traders that specifically persist. Those are ~15k-40k in price though. I've seen a lockpick, crowbar and a tranq pistol so far.
Guns on your wall will stay as long as they weren't on you. Not sure about the ones you unlock via mastery though.
True with a couple of exceptions, you keep the mastery unlocks from leveling up, because there's no way to earn them again

You should basically be spending this on wall items as much as you can so you don't have much to lose.
It's the difference between the tool table and wall unlocks. Forget what the items are and just look at where they are stored and it becomes easier to understand quickly.
The stuff on the table is "tools" and is wiped on campaign loss. The stuff on the walls are collections (some of which is duplicated items under different names) remains the same between campaign losses, unless you brought it with you and lost it in the missions (by leaving it on the ground or dying)
