Try this. Download the demo. Launch it. See if it grants you the access packs to what you already own in H1 & H2. You might have to restart Steam. See what happens afterwards in the in-game store.
I don't know if it will make any difference at all (I honestly doubt it given by how they've already messed up a few things), but if you're not limited by bandwidth, it might be worth a shot to see. Since it does say that the options won't be visible to front and centre to newcomers.
I already did this exact thing myself, and it didn't change anything. The optimistic expectation before this mess was that doing it this way would offer an unlisted way to buy Hitman 3, presumably at a reduced price comparable to the last sale. But the in-game store just redirects you to the new WOA package.
Yes, this problem is magnified by the fact that H3 has not launched on Steam from day one. I bought it at full price on stadia and now it's gone (since Jan 18). I want to re-buy it now on Steam, but to this day (two weeks since dropping them an e-mail) I am waiting for the instructions how to transfer H3 progress from stadia AND H1+2 progress from Steam to the new WoA on Steam (I will probably not bother buying if it's not possible, since it would be hundreds of hours down the drain), and in the meanwhile they decided to screw over H1+H2 Steam owners by disabling the standalone H3 purchase. How not to dislike them?
[edit] to add insult to injury, WoA and the deluxe packs are 10-15% cheaper (looking at base prices) at epig store than on steam, at least in my currency.
This is a pretty bad take.

The ONLY reason why it is still such a mess is that developer is milking same old levels over and over and over instead createing new ones.
Or if you really want to create game as service, just make everything free to play and monetize it in other ways.
IOI also put it on sale, and gave people plenty of notice what they planned to do.
I can understand people getting angry because they can't buy the standalone Hitman 3 anymore, but really, if you weren't interested in buying it in the entire year it was available to purchase, then why are you screaming about it the day you no longer can?
What if I bought it two years ago but not on Steam? If they put it on Steam at launch, I would have bought it here, but they chose not to. But it's somehow still my fault? I had the game on Stadia until Jan 18, with no reason to purchase it here (esp. with the lack of progress sync). Now I have the reason but no good way to do it.
Well maybe im planning to buy 1 year for now, so should i expect that it will cost 60$ by then? Maybe $80?
Truth is, developers of this game are scumbags, trying so hard to not do real work af actually creating new levels but they still increase price of old stuff.
To this day they refused to implement proper offline mode.
In what world making same old game more expensive is normal thing? Never seen that before, only seen that with remasters and remakes, but World of Assasination is not a remake/remaster, its same old game with new DLC that is new game mode.
You want them to create new levels but complain about them trying to make money. Do you think game development is free? The level of entitlement here is absurd.
This is why they let the people who didn't own Hitman 3 yet know ahead of time that the base price would be increasing + why it was happening. Now the day is here and everyone's mad because they didn't read it.
