How to actually do it ,do we need to lvl up or unlocked until certain chapter???

Just go to your barracks, look at a soldier and click 'appearance' button.

You can fully change their appearance from there. Including selecting the glowy weapon skins from preorder/dlc.

Also you can rename your people by clicking on their name and typing whatever you want.
That one is less obvious.
