Chandra and Milana recruit (spoilers)

i'm at the point in the story that Nowa must walk around the castle to listen people's talking about him and that he will never gave up and stay fighting against the empire.

I'm trying to get all 120 heroes and i don't know if is a bug or not:

Milana: Got the Rune Shop, upgraded until Level 2 (requires 4 mystic lumber) but she doesn't appear in front of the shop.

Chandra: Have Building the Drill Ground lv 2, recruited Code L (i recruited him waay after the drill ground, i think i saw some people talking about the dragon there...but he was not in cutscene) and now the cutscene doesnt trigger and i cant find Chandra.

Someone recruited these two almost late in the game? Do i need to advance until harganthia? Or maybe is a bug?

Milana is recruitable when the game splits the narrative between Seign and Nowa (Nowa needing to go visit the Shi'arcs)

Chandra can be recruited as soon as you gain access to the Eldroad (and bring Code L with you)

Answered on Reddit, but just do what the game tells you to do.
You just got done with Twinhorne West, everyone left their facilities for motivational speeches (Code L is outside the Trading House right now), Nowa needs to watch enough motivational speeches in your castle (with your last one on 1F), then you head to the Great Hall to revert everyone back to their positions.

• 2F Library = Milana, Mellore, Momo, Gieran, Maureus, Carrie. This can be skipped if HQ = Lv. 1 (inaccessible).
  
• 2F Balcony = Garoo, Isha, CJ, Allaby. You don't need to recruit Allaby for this, but can at Hero's Den right now if you want to.
  
• 2F West = Stadler, Kassius, Euma, Yulin.
  
• War Room (2F West) = Melridge, Perrielle, Janquis, Jorhan.
  
• Galdean Room (2F) = Seign, Hildi, Pohl, Valentin, Mihlu, Yaelu.
  
• 3F West = Skyd, Yuferius, Scarlet, Foxial, Goldsmid, Shixeen, Galdorf, Prunella. [120 cards for Shixeen.]
  
• Guardian Room (3F) = Marisa, Nil, Wayve, Alwe, Lilwn, Galladur.
  
• 1F East = Mariette, Iris, Syd, Gocteau, Fume, Enoe, Larla.
  
• Training Ground (skippable) = Hakugin, Aoi, Dalton, Sabine, Iugo, Barnard, Yusuke.
  
• Medical Room (1F West, skippable) = Rudy, Leon, Reyna, Falward, Rohan, Francesca. [Reyna needed to be beaten.]
  
• 🔒 1F West = Sumire, Ymir, Caine. This ended the conversations for me after exploring all of 2F and 3F, because you get locked into...
  
• 🔒 1F Center = Garr, Mio, Lian, Kogen, Zabi, Yuthus, Ymir, Cassandra, Sumire. Then you need to visit the Great Hall.

I never left the castle during this section, and found new skippable scenes before the final one on Castle 1F Center.

• Hot Spring Entrance = Lam, Riufan, Aire, Faye, B'baba, Wyler, Marin, Kuroto, El Alicanto. [Yes, you need to recruit El Alicanto after Marisa's Athrabalt section but before entering Twinhorne West. Or right now.]
  
• Front of Trading House/Theater = Douglas, Code L, Hiro, Squash, Frida, Hogan. [All Hogan trading done before Athrabalt war section. Or right now.]
  
• Trading House 1F = Rody, Nell, Kerrin, Ormond, Ivy, Quinn, Dijkstra. [You can recruit both Allaby and Dijkstra now during these event scenes, teleport out to Twinhorne East, bring Quinn for dialogue.]
  
• SW Castle = Cabana, Paquia, Mandie, Chron, Selbineth, Glen, Dr. Corque, Reid, Clarke. [Yes, all beigoma done before Athrabalt war section, so no Dijkstra (Vilashnu 3*s). They're in front of Corque's office.]
  
• Hero's Den = Celia, Kurtz, Cassandra, Huang, Pastole, Martha, Pieter. [Yes, all 16 of Celia's cooking contests done before Athrabalt war section.]
  
• Pasturage Entrance = Gigina, Kallathor, Aleior, Chandra, Yume. [This is your second to last chance for Aleior.]
