Didn't that Birdman say that you would get that Glowing Stone from a Phantom Bird deep within the forrest?
Well, I got one from battling three red wyverns within the dark woods. That are the monsters which can spawn along with Phantom Birds at the exact same spot - right next to that save point, where a soldier stops you from going further into the forrest for the second time.
