To me, it's more an acknowledgement that kickstarter rewards have gone out after release before.
The DLC will probably still have the same release date across the board. They only promise to get the backers CODES before everyone else.
F**k......
Ya'll pick the weirdest things to complain about...
It is not a good sign that Rabbit & Bear Studios, 505 and Yetee still struggles 8 months after the release of the main game.

The year 2024 is fast approaching its end.
This year saw the sad passing of Murayama, but we were able to release Eiyuden Chronicle: Hundred Heroes which was created thanks to the support of our backers. We would also like to take this opportunity to thank our publisher, 505 Games, and everyone else involved.
For us at Rabbit & Bear Studios, Eiyuden Chronicle: Hundred Heroes is a very important treasure.
We're currently working on Murayama's three upcoming DLC scenarios, and we ask for a little more of your patience ahead of their release.
We are still solving many problems for backers, and we thank you for your continued support.

First of all, I would like to sincerely apologize to everyone for the wait for our DLC, rewards, etc., as a variety of circumstances have made it difficult to proceed as we usually would. We are keenly aware of the difficulties of crowdfunding on a daily basis, but most of all, we regret keeping our backers waiting.
We apologize for the longer-than-expected wait, but the issue is being resolved little by little. We will deliver on what we promised, so please bear with us.
We are also experiencing a number of unregistered or incorrect shipping and contact addresses, so we ask backers to please check their correspondence, including our recent requests regarding DLC for the Switch version.

Komunichi-wa, komuban-wa. Director Komuta here!
A major patch was released in June for Eiyuden Chronicle: Hundred Heroes (which we launched this Spring) which includes bug fixes and some functional improvements such as better loading speeds. The last three DLC scenarios Murayama wrote have already been mastered and are just waiting to be released. Backers can rest assured that they will receive the game keys prior to release.
The production of the backer rewards is also progressing at a steady pace. We're sorry for the long wait, but we will make sure these get delivered.
Please be sure to respond if you have not yet entered your survey for both of these, otherwise, we will not be able to deliver them to you. That said, if anyone is unaware of any updates or emails, please let us know.
Now, I'd like to give an administrative report on recent news...
It has been ten months since Murayama's passing in February. With the patch and DLC scenarios out of the way, development has finally settled down. So in October, members of the Rabbit & Bear team went to Murayama's grave to report on the release of the game. We went with the bottle of wine we had promised to drink together when the project was completed…
I would like to ask for your continued support for Eiyuden Chronicle: Hundred Heroes, a game we created together with Murayama and the support of so many.
Maybe, but it's entirely possible that 505 forced their hand and they had to go with what they had. Publishers gonna publisher after all.
Maybe that is possible. However if 505 Games pushed to release the base game even though it wasn't finished, they would probably do the same for the Story DLC. Especially if the Story DLC is already finished.
I still think the responsibility to the backers is on Rabbit & Bear Studios, as they are the ones behind the Kickstarter for the game. We can blame their partners, however at the end it is Rabbit & Bear Studios that made the promises to the backers and currently struggles to make sure they deliver.
Scenario DLC Release Timeline
We apologize that the release of the Scenario DLC is behind schedule.
We are in the process of finalizing arrangements between 505 Games and The Yetee to distribute the codes to backers ahead of time.
We will continue to work with them to get you playing the DLC as soon as possible.
Please stay tuned to 505 Games and Eiyuden Chronicle official social channels for more information on dates, including the general sale.
Indeed, it is from October 15th 2024. I shared the date, so everyone could see when the update was made. Sorry if this offended you.
I posted this to show the previous update in October, in which Rabbit & Bear Studios stated that they were working with 505 Games and The Yetee to distribute the keys for the Story DLC to backers.
My point being that they have struggled to send the keys since (at least) October 2024, and delayed the Story DLC until Spring 2025 due to that they still struggle to deliver keys to backers.
