Have you tried approaching Ymir to see if he is selectable?

If you have room in your team they'll join right away but if your team is full you'll have to visit Ymir or the Innkeep to swap out partymembers

Just for future reference... keep in mind that not all characters who you'll recruit will also be able to do combat. That innkeeper (for example) can be recruited, won't join you in combat but will allow you to (re)form a party at any savepoint

Another tip for you is that if the game puts a story-centric character in your party (they will usually have a little lock at the bottom of their portrait in the Form A Party menu) you can place them in the attendant slots so you don't have to change your line up if you don't want to.

What does that do though? like do characters who are story important and you palce them in attendant, do they get xp from combat?

It does nothing as far as I can tell, so no exp and no swapping them into active party without being at a party-changing spot - it's just a way to have them around without actually being in the main party.

I'm pretty sure it would have been the exact same if the game didn't force them in party and just assumed they were around for cutscenes.

No they do not. And you can not move them into battle party on field either. they are there so you can form your own party that you want
