don't.... build up the training yard and your "standby" characters will get exp and will slowly level up alongstside your party.
If you don't have this facility (or can't build it yet); Dappled forest and bounty hill are area's with multiple zones that will allow you to take a party in there and gradually level them up (be sure to equip someone with the growth badge).
Once your party has a decent level start delving into the underground ruins (basically the endgame challenge arena)
This is slow though as you'll have to ensure you can survive the battle with as low a level party as possible to make the leveling "efficient" AND you'll have to build it ofc... at which point you will deffo already have the training yard...which pretty much makes it moot
If you want to go for max leveling everyone... Underground Dungeon is the only way to go...
Nowa and Garr got 45 levels in one battle when I beat the first fight in the underground dungeon going from 40 to 85
Upgrade your castle to lvl 3 and it will be one of the buildings available to build... comes with a free recruit :)
Or you can have the training yard too, which will help too.
